Typically a package will distribute the spec file in the source somewhere,
maybe in the top level, maybe in contrib/.

Most projects will create a src.rpm file with each new release, then users
will contribute the distribution specific rpms for versions that they have
access.  I can provide rh7.2 rpms.

I believe the source rpm and spec file will help make it easier for others
to contribute them.

Bother with whatever people are willing to contribute. :)  This seems to
be what the Mozilla project does.  There are almost never any RPM's when a
new version is released, then rpm's begin to appear.

I don't think so.  RPM users would compile from source if they either 
a) knew how, or b) had the time.  I am all in favor of maintaining any
consistancy with the Red Hat way of doing things when creating RPMs.

Same here, I have been reading the "new debain package maintainers guide"
for a couple weeks now to try to make those .debs.  I guess thats why I am
so impressed with Shay's work. ;)
