No, there is a separate "Sign up" button on github to create an account:
  https://github.com/join

Note that if you do not wish to create an account on yet another website (I
do believe that having a github account is helpful to contribute to many
projects, and that they seem rather respectful in terms of not spamming you
with unwanted emails), I would be glad to send a patch through the github
interface on your behalf: if you use "git format-patch --stdout" to
generate a patch, it will contain your git user information and you will be
credited appropriately, no matter who actually submits the change upstream.

The repository containing the information is at
  https://github.com/ocaml/opam.git
and the documentation files are under doc/pages:
  https://github.com/ocaml/opam/tree/master/doc/pages
  https://github.com/ocaml/opam/blob/master/doc/pages/Usage.md
  https://github.com/ocaml/opam/blob/master/doc/pages/Manual.md

Here is fine, caml-list I think would also work. If you have both a working
patch and a github account, the best would be to send a pull request
directly. Github's pull request interface gives room for discussion, both
general and inline comments on specific parts of the change -- and it
allows people to opt in and out of the discussion, unlike mailing-lists.

Here is a link to a "pull request tutorial", if you are familiar with git
for version control but not with github's specific interface and vocabulary:
  https://yangsu.github.io/pull-request-tutorial/

Here would be an example of past pull request on the documentation:
