This seems to be confirmed by the logs on the ppm repository website <http://ppm4.activestate.com/idx/TK...TY.html>. Also, I take the absence of anything in the PPMX column to suggest that there will not be a ppm to download. You could try downloading the module from CPAN and trying it for yourself.
