For modules not available on PPM you can try the CPAN shell (or CPANPLUS or cpanminus). In general the difference is pretty much the same as choosing between e.g. .deb or .rpm pre-built packages, or compiling from source. Of course some module will require additional Linux libs to be pre-installed before you can build the CPAN module. If these libs are missing from the PPM build machines, then those modules will fail to build/test, so you have to build the module yourself (after installing the prerequisite libs, again using either a package manager, or compiling from source).
