Not sure where I read that then. Maybe it was just a comment on 
PerlMonks or something.

We are also considering having the ability to run tests against PPM 
installed modules. Extracting the tests from the cpan source archive, 
then having the option to run against the installed PPM. Have you heard 
of anyone doing this? Do you think we will face many problems?
