DPI depends on the embedded bitmap, i.e. rasterized files- u cannop influen=
ce the quality of a bmp file with i.e. simply changing an attribute in a he=
aderline.

u need to work on the bmp files, not on the pdf.
but u cannot make a fair quality pic from a poor 72dpi image.
Especially in printing, 72dpi is not an option at all and will also result =
in images wich look very poor, bad quality and blocked.

Your prepress or printer has a reason asking for higher resolution images -=
 believe me.

P.S.
Use Acrobat's built in preflight check to make sure your pdf is press-ready=
.
