chocolatey is a package manager for windows, similar to apt/yum/dnf/pacman/etc.
for Linux - see https://en.wikipedia.org/wiki/NuGet#Chocolatey and it is not
specific to perl. It allows one to install a strawberry perl package, which
should be the same as the one from http://strawberryperl.com/ .
