You don't say what doesn't work when you use perl Makefile.PL. Perhaps
the wrong sort of Makefile was created for you - this happens to me
quite often. Did you try:
perl Makefile.PL MAKE=nmake
Have you got a development environment installed - the C compiler etc.
I don't use activestate so I cannot comment on proxy server settings.
