i can't even imagine how code that uses 3 levels would look like.
anyone with an example of why one would need/want to do that?

as for multilevel syntax, with a unique opening and closing tag, 
isn't that enough to identify proper nesting?

#{ first #{ second #{ third level #} level #} level #}

alternatively what about 
#{tag{ #}tag}
#{tag} #{/tag}
#<tag> #</tag> (ok, that one may cause problems quoting html)
