The settings you are changing are the default settings that are (only) 
applied for newly created projects.
If you select in the menu: File -> Project Properties -> Notations, then 
you can switch off the showing of all multiplicities.

If you have a project that needs to show "1" multiplicities on class 
diagrams, but not on usecase diagrams, then you can select each 
associationEND, and clear the checkmark in front of the Multiplicity 
field on the property panel.

You have to move the usecase around.
ArgoUML chose to place label text belonging to a line automatically. The 
advantage of this choice is that in theory you never have misplaced 
labels and never have to do anything manually. The disadvantage is that 
reality only approaches the theory, and sometimes the result is not that 
esthetical.
Anyhow, moving a usecase a bit to the side is as easy as moving the 
label itself - but in the latter case the problems only start when you 
first move the label and then rearrange the usecase.
