Summary: Problem between diffrent browsers and utf-8

Initial Comment:
We had a problem with utf-8 encoded localized strings of PLA with Internet Explorer. All the multibyte characters were really garbaged. I fixed it by adding this to page.php head-section, but I dont know if that's the way how extra meta tags are supposed to be added.

It seems like with xhtml you should add all (content type, xml encoding and meta tag charset) for compablity reasons as descibed here:
