Thank you for answering. Most of my uncertainities are gladly answered by 
Manual, too.

But this one confuses me again. I'm not proposing a change in xml.
It is said on the list that Conf should load the factory_level and than 
the workspace_level should override the loaded values.
Current conf does that with a preLoading technique.
In the database there is no problem, since the information (level_flag) is 
there . So I thought of a fileset_parameter to conf saying which file_name 
is factory_level and which is workspace_level. But apperently that is 
known by Conf anyway ?????

Note: fileset; a collection of file_names or an expression to build that.

I'm sorry to ask so much dumb questions.
