I'd prefer to keep the idea that a workspace property is overrides the 
corresponding property from factory. In xml, the file location will do 
it; in db we need a field.
Retrieving a conf value by its path will always return the workspace 
value if it's there. I don't think we need to retrieve the factory value 
  alone, except in the web conf admin, but there we can use qries 
instead of conf api.
So, interesting but useless in my opinion.

No, the purpose is to replacce tokens in strings only and avoid the 
'raw' format, that's a bit hacky since it's plain php.
