Okay, I contacted the author of PEAR's I18Nv2 package and he told me 
that it does not make much sense at all to try doing i18n with PHP 
without iconv (or mbstring but he chose iconv).

I don't know how available iconv is (the author of PEAR's I18Nv2 package 
said it was generally available since its functioanlity is part of most 
system's libc) so the question is:

Should we use PEAR::I18Nv2? I think we should since the code is tested 
and works. No need to reinvent the wheel.
