Smarty Plugins Location

Hi

Where should we place Smarty plugins to? I'd recommend:

   binarycloud/smarty/plugins

for those we ship with binarycloud (standard ones) and

   $WORKSPACE/smarty-plugins

for those that are workspace specific.
