Not that this helps any, but i think Andrei is doing some work on the 
internals end to improve PHP's support for Unicode.
i've been working on the class libs side of the equation, and there is a lot 
done already (its mostly feature complete, barring testing). However, none 
of this will be fully baked until 5.1.
