Yes this is a known issue. The ICU transliterator code is not in synch with ICU4J. These data elements are required to be present since ICU4J loads the same data that ICU4C loads. There are couple of ideas on how to implement the break iterator support, we did not have time this release to implement it. The data needs to stay there for ICU4J.
