The problem appears to be the reference to "Any-BreakInternal", which
as far as I can tell doesn't exist:
Thai-Latin {
alias {"[[:thai:]
\u0E01-\u0E3A\u0E40-\u0E5B];NFD;Thai-ThaiSemi;Any-BreakInternal;Thai-
ThaiLogical;ThaiLogical-Latin;NFC"}
}
If I remove that, it appears to work. Also, the guard is kind of weird:
why have both [:thai:] *and* a couple of explicit ranges, both of which
are in [:thai:]?
