Re: pmacos.h correction

In ICU 3.2, you do not need these changes.  The pmacos.h header is gone. 
It's due to the fact that pmacos.h was very stale, and wasn't tested for 
many ICU releases.

You could try ICU 3.2 and see if any changes are still needed.
