Hebrew calendar and "least maximum"

The Hebrew calendar is returning the value "12" for the "least maximum" 
for the month field. Since there are 12 months in some years and 13 in 
others, shouldn't this be returning "11"?

I'll file a jitterbug, but I wanted to make sure I wasn't 
misinterpreting the meaning of "least maximum".
