API change proposal: remove umsg_getLocaleByType API

Please send comments by 01/19/2005 This API was proposed in error - message format does not have a locale that can be queried by getLocaleByType paradigm. It needs to be removed. The only locale associated with message format is the locale that will be used for other formatting elements (such as number or date/time) when no explicit locale is provided.
