Hmm, is OpenCT running ? if so the OpenCT daemon might be using the device 
(which blocks libchipcard or any other program out).

That's ok, that's the USB-to-serial converter to which the Towitoko is 
attached.

What is the error message ? Please create the log folders as described in the 
guide and restart the daemon. Then have a look at 
"/usr/var/log/chipcard2/drivers/tow_ctapi/driver.log" and the corresponding 
reader log in the same folder. What do these files show ?
If the content of those files doesn't say much you might try setting the 
evironment variable "LC_DRIVER_LOGLEVEL" to "info" prior to starting the 
chipcard daemon.
