Servers that deliver TAI?

I'm looking for one or more servers that deliver TAI values instead of
those in UTC.

I have a Windows box that I want to keep set onto TAI, and I don't have
time to try to get all of the clockspeed utilities running under that
toy operating system.  If there was a TAI server, I could just point the
NTPD that I'm running under Windows at that server.

As an alternative, does anyone know of any working Windows ports of
clockspeed, or of some other utility that will automatically keep the
system time set to TAI?
