22 sec delta for clockspeed ntp

I'm trying out libtai to see if it will do what I want. I'm confused by the 22 sec delta between the servers synced with ntpd and the machine running clockspeed. I compiled /usr/share/zoneinfo on the clockspeed box with 'right' zones, so I would assume that the clockspeed machine would show the same time as the machines using UTC/gps. But clockspeed is ~ 22 secs faster, meaning that it isn't accounting for leapseconds (OK, to be perfectly correct, leapseconds since 1972). On the other hand, the delta slowly diminishes, though very slowly, so I suppose clockspeed will eventually get it right. Of course, whenever the clockspeed time is adjusted, the delta goes back to 22 secs. I'm still not sure what I did wrong, since in searching the archives, the opinion seems to be that if clockspeed is using right zones, the 22 second discrepancy will be eliminated.
