Yes, i am using the filter driver. As mentioned in my post, this is in
addition to the xilinx cable drivers (i think this shows up as "Junga" in
device manager?)

How did you install the filter driver? 
i first installed the xilinx drivers (per board vendors instruction). 
i then downloaded the libusb installer from:
http://sourceforge.net/projects/libusb-win32/files/libusb-win32-releases/1.2.6.0/

I am using version 1.2.6.0 (the latest)

the problem i am having is NOT that the driver install did not work.
when i installed it, it worked perfectly ... until i UNPLUGGED the usb
device, and tried to plug it back in the next day to use it. i noticed the
driver did not 'reconnect' to the device so to say ... 
i ended up reinstalling teh libusb driver. and i had to do this each time i
unplugged the xilinx usb programmer. 
i later found out, that if i rebooted the PC with the programmer attached
/plugged in, it would work again?

i have never used this libusb-win32 before. does this work the way other
commercial usb drivers work,
i.e. once you install it (libusb), Can you can remove and reinsert the usb
device and it will immediately recognise the device?

maybe i have incorrectly assumed how libusb works (and what flexiblity it
offers ... or not?)
