I believe it is A Calypso Card they are using.

Yes, you first need to authenticate the card using a SAM. After that
you are reading and writing data to the card accessed by a file ID as
far as I remember.

Since it is some years ago I could need remember the data structure.
The specification is quite a lot of stuff describing all this.

The VDV (Verband Deutscher Verkehrsbetriebe) is not handing out any
public documents about the specification.

May I ask where You are from? France? Are You able to read German? If
You have a business doing Smartcard development I believe You can ask
the VDV for the documents if You want to implement the protocol. As far
as I remember they are only gaining access to this information to
partners and members. Since nearly every traffic company in Germany is
a member of the VDV they will have access to the specification.
