Hi,

Not really the right list for general protocol questions, but anyway: Datarate switches after the ATR is completed (12 etus after last edge).
What happens then depends on the ATR. The card is either in negotiable mode, then communication stays the same until the reader issues a PPS. Otherwise it is in specific mode, then datarate changes after the ATR. Please read ISO7816-3 6.3.1 regarding this.

Regarding datarate itself, one etu = F/(D f), as written in 7.1 of the same spec.
