This is more correctly addressed to Apple lists, but I can answer it here.

Whether a sound plays or not in different contexts (screen locked, app is in background, another app plays) is controlled by the AudioSession categories (see AudioToolbox/AudioServices.h). There are some tech notes and documentation on how this API works and you can use these to determine how you should interact with the audio system on iOS devices.
