CDR server and Radius Server

hi all.

I need to clarify few doubts..
1)Does Billing directory exists in the path usr/local/vocal/
2)Does billing.dat file is automatically generated by CDR server
in the billing directory..
 if no than do we explicitly need to create both the billing directory
and billing.dat
For doing above do we need to configure CDR server..
If so how to do it.. (i am using CGI environment  not JAVA gui for it).

Lastly now how to extract the contents of billing.dat..
Do we need radius server.. how to get it.Is it also open source
or it is commercial..
I heard we can use only MIND which is commercial..
Can we extract the content of billing.dat by file handling ..iam using JAIN
