You don't understand. None of those downloads have what I need. The
"binaries" releases only have .a and .dll files, while the "source code"
has the include files... but when I try to use that combination, my
compiler complains about a lack of "setup.h" which is MSVC-only.

I'm looking for the archive that that has:
- include
- lib
- bin

That used to be the default release for MinGW back in the day
