New announce-only mailing list

While the list has been ultra quiet of late, some of you may prefer not to
receive general wx.NET e-mail (questions, bug reports, etc.). I've setup a
new list just for announcements, wxnet-announce, which is now listed in our
community page:

   http://wxnet.sourceforge.net/community.html

** YOU DO NOT NEED TO SUBSCRIBE TO THIS IF YOU ARE ALREADY SUBSCRIBED TO
WXNET-USERS ** Copies of anything sent to wxnet-announce will always be sent
to wxnet-users to allow follow-up and so you only have to pick one list to
subscribe to.

This is mostly for new users and tire kickers who just want to stay abreast
of wx.NET. We'll be advertising it more widely soon and I thought this would
be useful for those with a casual interest.
