Yes. This is the right location and correct intention. I wish to
gather some helpful feedback before I formally submit to the
License-review mailing list.

Wait,  you mean rlos will not be approved mainly due to reason (1)
from https://opensource.org/licenses/common-reasons-for-rejection-of-licenses,
right? I drafted this based on BSD-3-Clear and BSD-2-Patent licenses.

If that's the case I will make it converge into the cos license and
deprecate it. I personally think dropping those clauses knowingly is
very irresponsible downstream.

Would you mind providing me with some pointers please especially with
cos and gpos? I'm not a lawyer and the draft was based on my
non-lawyer & user point-of-view. I wish to amend them based on your
feedback to at least internalize the development experience.

I would love to engage an attorney but at the moment I'm out of
options but to raise some funds to get one of those services.

Yeah. Aligned. That's why I placed a side-note that won't be submitted
for review but only for reference.
