RFC-3339 Dates

Hi there. I'm using Logwatch on OpenSUSE 12.3, and the distribution has 
changed the format of their log files to:

YYYY-MM-DDTHH:MM:SS.FFFF-ZZZZ

I've poked around through the code to try to figure out how to change 
Logwatch to read this format, but I'm just not getting it right. Can you 
give me an idea on what to change, and what the change should look like?

I've submitted it as a bug to OpenSUSE a few weeks ago, but so far 
there's been no action. I'd post this the sourceforge forum, but 
response there seems pretty random.

I'd appreciate any help you would be willing to give. If you give me a 
fix, I'll submit it as a patch to OpenSUSE.
