Is this more related to rsyslog than opensuse? I run openSUSE 12.3 with 
syslog-ng and still have the "old" syslog date format.

You have to edit the shared scripts applystddate and removeheaders. Eventually 
also the other apply*date scripts. They are located in 
/usr/share/logwatch/scripts/shared.
