"open --env" for changing the locale ?

man open gives the following example:

open --env MallocStackLogging=YES -b com.apple.TextEdit

I tried with LANG or LC_MESSAGES and that did not seem to make any difference:

open --env LC_MESSAGES="fr_FR.UTF-8" -b com.apple.TextEdit

So I was wondering if I was missing something obvious or if that were even possible.
