I wonder what a lawyer would say.  perhaps
"this doesn't count as a copyright notice"?
  or
"no need for a copyright given the licensing is 'copyleft"?

so maybe just "see the file COPYING" is enough.

or maybe the implicit copyright of anything is still applicable if no
notice is attached.
