Gemini suggested the following small changes:

;;; This file is part of the Maxima computer algebra project (
https://sourceforge.net/projects/maxima/)
;;; SPDX-License-Identifier: GPL-2.0-or-later
;;;
;;; Maxima is copyrighted by its authors and licensed under the GNU General
Public License.
;;; This program is distributed WITHOUT ANY WARRANTY. See COPYING and
AUTHORS for details.

SPDX makes it easier for software tools to recognize the license.
The FSF recommends the "without any warranty" clause.

I was wondering about GPL v2 vs. v3. v3 has some advantages, but in
principle moving to it globally would require *all contributors *(past or
present, active or not, alive or dead (their estate)) to consent to the
change.
