Learning Curve; Software learning percentage.

I'm hoping that someone can tell me what the statistical reference for Cost Estimation of *Software* is for calculation in a Learning Curve calculation. This is probably hidden in a handbook somewhere... which is unavailable to me right now, probably because of where I am. Yes, I have googled with nothing of note... interesting stuff, though. I expect - and hope - that the percentage, if it does exist, is for proprietary software. A bonus would be if someone had created a percentage for FOSS software cost estimation. And yes, I know that software cost estimation is highly debatable (and arguable). The main problem with the Learning Curve calculation on software is 'Number of Units', which, with software, should be 1 given code reuse (Wright/Crawford). And that's the interesting part, given licensing. It's probably apparent where I'm going with this... The reason I'm looking into this is a bit of personal interest - which is becoming a part of a paper.
