A corporation is an artificial "person", but one that can't go to jail,
or at least hasn't yet. The only way to tell a corporation that they
have done something "wrong" is to punish them financially. No antitrust
bodies have sent that particular message to Microsoft, ergo, they
haven't done anything wrong enough to warrant significant punishment.

Well two big antitrust bodies said that Microsoft behaviour was illegal
abuse of monopoly power, so I won't go further.
