I had this issue for a long time and finally figured it out when I set up
everything in my new house this year. I did an Insteon debug (don't
remember what level debug) and a global - scan all device link tables. I
happened to see in the debug something about one of the devices being in
linking mode (or something to that effect). Once I saw that, I believe that
I went to that device in MH and selected link to interface, then disabled
linking for that device. After that the scans complete perfectly.

I didn't see this message in the debug logs in your email but I assume that
was not the full log.
