[mh] broken 4 port usb serial converter

I recently had this item fail, so I opened it to see if any caps were
damaged, but I see no physical signs on the 2 caps.

So... it's free to anyone on this list who wants it and thinks they can
repair it (please just pay the shipping). Under Linux, the kernel reports
that it's unable to start the device, check the USB cable, etc:

I purchased the device from NewEgg in 2015 - it owes me nothing at this
point.
