I can't count the number of wall warts I have replaced over the years and sometimes they get just far enough outside spec to cause the device they are powering to do strange things without completely stopping working. Ex: a HDTV tuner that wouldn't sync to some channels. I ended up purchasing and installing a new roof mount antenna but the problem didn't go away. Replaced the power supply and it worked great.
