Re: exception at edu.stanford.smi.protegex.server_changes.PostProcessorManager.getChangesProject

I don't think that this code (generateChangeOntology()) has worked for a 
long time.  It was developed for NCI some time ago but was broken when 
the changes library/plugin was refactored and became the Chao library.  
One negative aspect of implementing a function like 
generateChangeOntology is that a lot of information will be lost when 
converting into the Chao difference library.
