comments in ipsvd-instruct?

it seems impossible to insert the customary "# ..." comments in ipsvd
instruction files. i'm using the "-i /d/instructions" option to
"tcpsvd", which tells me the line was not a legal comment and had to be
ignored.

if so, i'd like to see '#'-style comments as a new feature.
