This is workrave working as it is designed. The timers are counting down 
as long as you are using the computer. If you want to see a break 
window, you need to keep working until they reach zero.

If you stop working, you see the green progress bar increasing. You are 
taking a natural (unprompted) break. When the green bar reaches full 
(with your settings after 15 seconds for a microbreak, or 10 minutes for 
a restbeak), then the break timer is reset.

If you do not want this behaviour, open the preferences, and uncheck 
"suspend timers when inactive". You have to do this for all three timers 
separately.
