The README is indeed a little outdated: I no longer build Workrave on Windows using MinGW (and never did really...); The Windows version of Workrave is cross-compiled on Linux. Furthermore, Workrave can also be compiled (and debugged!) using Visual Studio (also Express Edition). See README in build/cmake.
