Timer Keeps Cancelling Out

I'm sure this is just a user error, but I can't figure out how to get
WorkRave to do what I want.

If I'm inactive at my computer for a period of time (about 30 seconds, I
think), the timer for a rest break starts over.

This is bad for me because I read a lot on my screen where I'm not moving
the mouse or using the keyboard, but I still need the reminder to get up out
of my chair.

I would have thought that turning on the "reading mode" would keep the timer
from resetting, but it isn't.

What am I doing wrong?
