Good to hear from you again. Your recollection is excellent :-). Normal 
Gnome behavior is to define a default button (say postpone), that would 
get pressed if you hit enter. This was indeed disabled to avoid 
postponing accidentally. As for re-enabling after a few seconds: I don't 
recall why your patch didn't make it, but personally I would not be very 
enthusiastic about this being time-dependent. My personal favorite would 
be to hit alt-p (or something) to postpone. This could be enabled 
always, because the chance of a user hitting alt-p would be small :-)

Anyway. As I understand from Rob, the main problem is to define 
shortcuts (portably across all platforms supported by workrave) to 
switch between "suspended" "normal" and "quiet". And maybe you'd also 
like to turn reading mode on and off. So basically any shortcut that 
you'd want to work if workrave doesn't have focus is problematic.
