A problem with workrave

Good morning, my name is Viviana Oquendo, I study and work at National
University of Colombia and I'm trying to use workrave in my job for all the
workers but I've troubles or I don't understand the idea.

They start to work at 8.00 and finish at 18.00 but workrave appears just
twice, I really don't know why and I'd like to know how to fix it. I've
been thinking that maybe is because they don't use the mouse all the time,
sometimes they read but I really really need your point of view.
