As Andreas said, you shouldn't use the concatenation header.
udh=%06%05%04%15%8A%00%00

And you are using the dcs=, so you must be using an older kannel version.
you should use &alt-dcs=1 if you really want the F5 dcs, but you don't need
it

This is wrong! 
You are saying that it's the first message of ONE
it should be ....%00%03%02%03%01
